Laure A. Morgan began her employment as the City Secretary for the City of Brownsville on August 10, 2020, and she comes to the City of Brownsville with over 26 years of experience in municipal government administration and finance experience from the City of Hemphill, Texas, where she previously served as Accountant/Utility Billing Clerk, City Secretary/Accountant, Assistant City Manager, and City Manager.  Ms. Morgan has a Bachelor of Business Administration degree in Accounting from Texas A&M University, College Station, Texas, and a Master of Public Administration degree from Stephen F. Austin State University (SFASU) in Nacogdoches, Texas.  She is a Texas Registered Municipal Clerk (TRMC) through the Texas Municipal Clerks Certification Program (TMCCP) at the University of North Texas, where she is currently completing her third recertification, which is required every five years; in addition, she is a Certified Municipal Clerk (CMC) through the International Institute of Municipal Clerks (IIMC), a Certified Public Manager (CPM) through the Texas CPM Program at SFASU.  She was the recipient of the 2014-2015 Clarence E. Ridley Scholarship through Texas City Management Association (TMCA).  She is an active member of IIMC, Texas Municipal Clerks Association, and TMCA.  She was a long-time member of the Pineywoods Chapter of TMCA, where she served as Vice-President and was a four-time nominee for the TMCA Municipal Clerk of the Year.  She also served on the TMCA Executive Board as a Trustee for two years and has served on numerous TMCA committees.  She was also nominated in 2018 by the League of Women in Government Leadership for the Trailblazer Award.  She looks forward to being active in the Lower Rio Grande Valley Chapter of TMCA.  Laure grew up in the RGV attending school in Rio Hondo and graduating from Edinburg High School.  

As the City Secretary, Ms. Morgan also serves as the Local Registrar, Public Information Officer, Custodian of Records, City Historian/Sexton and Elections Administrator, so Ms. Morgan and her experienced staff are the first and foremost direct link between citizens, elected and appointed officials, city staff and government.  The key role of the City Secretary’s office is to provide enhanced access to public information and to facilitate participation in our city’s governmental processes and decisions for our internal and external customers. The City Secretary’s office has challenged itself to develop innovative and inclusive methods to provide accessibility, develop inclusivity, and provide administrative support, through technology and other methods, in order to provide public information and enhance participation for all who desire to participate in city government in Brownsville. As a result, the City Secretary’s Office foresees the implementation of further enhanced technological processes in the future as a gateway to proactively offer additional enhanced access and participatory applications that will allow for more innovative and efficient access to information and participation, as the budget permits.  
Ms. Morgan is excited to be a member of the leadership team at the City of Brownsville, and she is excited to meet the citizens of Brownsville, as she serves the City.  The City Secretary’s office wants to show everyone that their office is the hub of information for the City, and Ms. Morgan is excited to show everyone the professionalism and value that her staff bring to the citizens in order to empower the citizens and internal customers of the City.  An important goal of the department is to develop training and competency skills to develop succession plans for the department and the staff in the department.
