Noel Bernal began his service as City Manager for the City of Brownsville on December 3, 2018. He reports to the Mayor and City Commission and provides leadership and management to over 1400 employees and a $147 million operating budget.
Mr. Bernal has served communities in South, Central, and North Texas throughout his professional career in public service beginning with small cities and progressing into leadership roles within high-growth markets in Austin-Round Rock and Dallas-Ft. Worth. His prior experience includes serving as City Administrator of La Villa and Falfurrias, Assistant City Manager in Taylor, and Deputy City Manager in Coppell.
Mr. Bernal earned an undergraduate degree and a Master of Public Administration from the University of Texas Pan American. He is a Credentialed Manager through the International City/County Management Association, a Certified Public Manager through the William P. Hobby Center for Public Service at Texas State University and graduate of the Senior Executive Institute at the University of Virginia.
His professional involvement includes being a member of the International City County Management Association and the Texas City Management Association where he has served on numerous committees, including founding member of the City Managers of Tomorrow Committee, and as Region VII Treasurer. He served on the Executive Board of Opportunities for Williamson and Burnet Counties, a non-profit community action agency, and is a 2011 Texas City Management Association Clarence E. Ridley Scholar.
