Noel Bernal has served communities in South, Central, and North Texas throughout his 10-year professional career in public service in an executive leadership capacity. His career began in small cities. As City Administrator of La Villa, he oversaw the development and implementation of a multi-year financial plan leading to the city’s first bond issuance for critical wastewater treatment plant improvements. He transitioned Falfurrias to the Council-Manager form of government serving as the first City Administrator, overseeing the consolidation of an independent utility governing board and operations into a utilities department, development of the capital improvement program, cost of service/rate study, and debt refunding. 

He later served in high-growth markets as Assistant City Manager for Taylor, a growing suburb in the Austin-Round Rock metropolitan area, providing management oversight for the community reinvestment program of over $75 million including improvements to the Municipal Airport and Downtown redevelopment, with an emphasis on cross-departmental initiatives, strategic planning, organizational development, and growth-related strategies.

As Deputy City Manager for Coppell in the Dallas Fort-Worth metropolitan area, he was involved in the implementation of innovative organizational development strategies and supported the financing for a $20 million Old Town Arts Center. As the community planned for future build-out, he assisted with planning and financing infrastructure and service enhancements including $18 million for two fire stations, and a $6.8 Automated Metering Infrastructure conversion of the city’s water metering system. 

He began his service as City Manager for the City of Brownsville on December 3, 2018. Brownsville is the 16th largest city in Texas and largest in the Rio Grande Valley of South Texas with an estimated population of 185,000. He reports to the Mayor and City Commission and provides leadership and management to over 1400 employees, $158 million operating budget, and 2021-2025 Capital Improvement Program of over $85 million, including an International Bridge, Brownsville-Metro transit system, and Brownsville-South Padre Island International Airport. 

Mr. Bernal earned an undergraduate degree and a Master of Public Administration from the University of Texas Pan American. He is a Credentialed Manager through the International City/County Management Association, a Certified Public Manager through the William P. Hobby Center for Public Service at Texas State University and graduate of the Senior Executive Institute at the University of Virginia.

Mr. Bernal’s professional involvement includes being a member of the International City County Management Association (ICMA) where he serves on the Smart Communities Advisory Board and the Texas City Management Association (TCMA) where he served as founding member of the City Managers of Tomorrow Committee, Region VII Treasurer,  and on various committees. He is currently Chair of the Allies Across Texas Task Force. He served on the Executive Board of Opportunities for Williamson and Burnet Counties, a non-profit community action agency, and is a 2011 Texas City Management Association Clarence E. Ridley Scholar.

Noel is married and has a son and two daughters.
