The U.S. Department of Housing and Urban Development (HUD) requires entitlement communities to develop and submit an Annual Action Plan in order to access housing and community development funds. The 2014 Annual Action Plan (Plan) represents year 5 of the 2010-2015 Consolidated Plan approved by HUD in October 2010. In July 2013 the City of Brownsville received an extension to its then 3-Year Consolidated Plan to have an ending date of September 30, 2014. In March 2014 the City of Brownsville received another 1-year extension with a new end date on the 2010-2015 Consolidated Plan of September 30, 2015.
This Plan is the City of Brownsville's (City) official application for HUD entitlement grants and proposed programs and services to be funded during the City's Fiscal Year (FY) 2015, Program Year (PY) 2014 (October 1, 2014 - September 30, 2015). There are 3 sources of federal program funds in this application, all of which will be administered by the Office of Grant Management and Community Development Department (OGM/CD):
Community Development Block Grant (CDBG)
Emergency Solutions Grant (ESG)
HOME Investment Partnerships Program (HOME)
The key elements of this plan include the needs assessment, priority needs, specific objectives, and how the activities address identified needs and objectives.
