| Job Summary: | This position will work in the Community Development Division of the Department of Planning and Community Development. Under administrative direction, this position is responsible for developing, implementing, and providing contract monitoring housing program and compliance practices, and strategies to streamline contract negotiations and approval processes, along with developing a program for conducting contract compliance reviews, in accordance with generally accepted and governmental auditing procedures, practices, and standards. Extensive contact with City administrators and personnel, non-City agency representatives, community organizations and the general public. Exercises direct supervision over staff. | ||
| Essential Functions: | Establishes and implements housing programs contract monitoring practices and procedures. Manages and approves the development of various technological tools and systems related to contract housing management. Identifies and implements new and required changes to existing generally accepted accounting principles, generally accepted auditing standards, State and Federal laws, regulations, policies, procedures, grant audit guides, and contract provisions pertaining to programs or activities to be reviewed. Reviews and continues oversight of existing policies, procedures and management controls and develops and implements new policies, processes, and procedures to improve housing programs contract compliance. Develops and oversees implementation of annual compliance work plans and objectives and ensures the compliance of departmental high-risk and other assigned contracts. Trains, evaluates, and supervises assigned employees. Performs related duties and responsibilities as required. | ||

| Experience/Education: | Bachelors degree, from an accredited college or university with major course work in accounting, contracting or a related business field with significant quantitative and analytical content Five years increasingly responsible experience in Contract Management and Compliance, including five years of supervisory experience. Requires over four years and up to and including eight years. PREFERRED QUALIFICATIONS: Masters degree, from an accredited college or university with major course work in accounting, contracting or a related business field with significant quantitative and analytical content Contract auditing or related analytical business experience. | ||
